An arc flash hazard analysis, an arc flash assessment and an arc flash study are three names for the same deliverable. What changed in Pennsylvania this year is the code behind it. On 1 January 2026 the Commonwealth's Uniform Construction Code moved to the 2021 I-Code series, which carries the 2020 National Electrical Code. Nothing about your switchgear changed that morning. Which safety rules actually cover your Pennsylvania plant

Pennsylvania is the outlier of the three states in this corner of the country, and not in a comfortable way.

Pennsylvania has no OSHA approved state plan. Private sector work in the Commonwealth is under federal OSHA directly. The duty that binds your plant is 29 CFR 1910.132(d) · assess the hazard, and hold a written certification that the assessment was performed.

And public employees in Pennsylvania are covered by neither. Federal OSHA does not reach state and local government workers, and unlike New Jersey and New York the Commonwealth operates no public employee programme of its own. For a municipal authority, a county facility or a state site, there is no occupational safety regulator enforcing this at all.

That does not remove the exposure · it moves it. Where no regulator is inspecting, NFPA 70E becomes the standard of care against which a decision is judged afterwards, by an insurer, by counsel, or in a courtroom. A public body in Pennsylvania is not less exposed than a refinery. It is exposed later, and to a different audience.

Which NEC edition Pennsylvania enforces, and what changed in January

Pennsylvania adopted the 2021 I-Code series as the Uniform Construction Code with effect from 1 January 2026, following the Review and Advisory Council's final report and regulatory approval in October 2025. The electrical code inside it is the 2020 National Electrical Code.

NEC 110.16(B) comes with it. Service equipment rated 1,200 amperes and above must carry a permanent arc flash label showing nominal voltage, available fault current, the clearing time of the service overcurrent devices, and the date the label was applied.

NFPA 70E does not require a date. The NEC does. A label built to 130.5(H) alone satisfies the safety standard and still falls short of the installation code. On an estate labelled five or ten years ago to a 70E template, that gap is usually universal rather than occasional.

Enforcement in Pennsylvania is municipal, and that is not a footnote. Municipalities elect whether to enforce the Uniform Construction Code, and much of the inspection work is carried out by third party agencies. The honest answer to ‘what applies at my site’ is that it depends on your municipality, and any consultant who tells you otherwise without asking where the plant is has not checked.

What binds every label in the Commonwealth is NEC 110.21(B) and NFPA 70E 130.5(H) · field-applied hazard marking must be durable enough for the environment it lives in, made explicit in the 2024 edition of 70E. In a steel mill or a compressor station that is a materials specification, not a formality.

Four Pennsylvania plants, four different studies

The Commonwealth runs one of the widest ranges of heavy electrical plant in the country, and much of it has been re-rated more than once.

Steel and heavy metals, western Pennsylvania

Furnace loads that dominate their own fault picture, distribution built across several decades, and protection settings that have been adjusted more often than they have been documented. The coordination study is where the incident energy is actually won or lost here, not the calculation.

Natural gas midstream and processing

Compressor stations and processing plant, frequently remote, frequently unmanned between visits, and with a hazardous area classification sitting on top of the electrical work. Labels live outdoors, which is where the durability clause earns its place.

Refining and chemicals along the Delaware

Older distribution, several rounds of re-rating, and an environment that eats labels. This is the estate where a study on file from a decade ago describes a plant that no longer exists in that configuration.

Life sciences, food and data centres

Continuous operation and very few planned outages, from the Philadelphia corridor across to the newer data centre sites. The study is straightforward. Getting access to each item to install the label is the part that has to be engineered.

How the work runs on a Pennsylvania site

Field work runs from our United States team, supported by the analytical bench in Hyderabad. Walkdown findings from a Tuesday afternoon are modelled overnight, so a study that would run eight weeks sequentially closes in six.

The report is delivered PE stamped, sealed by a Professional Engineer licensed for the jurisdiction. Every section additionally carries a named Chartered Engineer signature · the Practice Lead drafts, the Principal Reviewer independently cross checks. Where a municipality or its third party agency asks who signed, that question has one answer and it is a name.

No plant shutdown is required for the analysis. Only label installation needs brief access to each item, sequenced against your outage window, your turnaround or a compressor station visit, whichever governs.

After the study

What happens after the labels go up

A study that ends at a PDF has changed nothing. The last day on site is a briefing for the people who will read the labels, and on a multi site Pennsylvania estate that usually means running it more than once, in more than one place.

Where a crew is going to rack a breaker they have not racked before, they rehearse it in VR against a model of their own switchgear first. Which NEC edition does Pennsylvania enforce?
The 2020 National Electrical Code, carried inside the 2021 I-Code series adopted as the Uniform Construction Code with effect from 1 January 2026. Enforcement is municipal, and much of the inspection work is done by third party agencies, so confirm the position for your site with the authority having jurisdiction before a label specification is fixed.
Does my arc flash label need a date in Pennsylvania?
On service equipment rated 1,200 amperes and above, yes. NEC 110.16(B) is carried in the 2020 edition now in force and requires the date the label was applied, alongside nominal voltage, available fault current and clearing time. NFPA 70E does not require a date, so a label built to 70E alone does not satisfy the Code. We print an assessment date on every label.
Pennsylvania has no OSHA state plan. Does OSHA still apply to my plant?
For private sector work, yes, directly. Federal OSHA covers private employers in the Commonwealth and 1910.132(d)(2) requires a written certification that the hazard assessment was performed. Public employees are the exception: federal OSHA does not reach them and Pennsylvania operates no public employee plan, so no occupational safety regulator is enforcing this at a state or municipal facility.
If nobody inspects a public facility, why commission a study?
Because the exposure does not disappear, it changes audience. With no regulator inspecting, NFPA 70E becomes the standard of care against which the decision is judged afterwards by an insurer, by counsel, or in court. The absence of an inspection is not the absence of a duty, and it removes the one process that would have found the gap early.
Is an arc flash study required in Pennsylvania?
Pennsylvania does not name an arc flash study in its own right. Federal OSHA requires the employer to assess the hazard and hold a written certification that the assessment was performed. An incident energy analysis to NFPA 70E and IEEE 1584-2018 is how that duty is discharged and evidenced.
How long does an arc flash study take in Pennsylvania?
Six weeks for a single site. A midstream operator with a dozen compressor stations is planned differently, as a route rather than a project, so mobilisation is shared across sites and the label installation follows the same circuit.
Do you work on furnace and heavy metals loads?
Yes, and they need the protective device coordination taken seriously rather than treated as an appendix. A furnace load dominates its own fault picture, and clearing time at the upstream device is the largest single lever on the incident energy result. That is an engineering recommendation, not a procurement one.
Can you study remote or unmanned facilities?
Yes. Compressor stations and processing plant are planned as a route, with the walkdown, label installation and briefing sequenced against site visit schedules rather than against an outage. Hazardous area classification is accounted for in both the work method and the label material.
What is the difference between an arc flash hazard analysis and an arc flash assessment?
Nothing of substance. Hazard analysis, assessment and study are three names for the same deliverable, and an arc flash survey usually means the field work inside it. What matters is the calculation standard, IEEE 1584-2018, and whether the inputs were verified in the field rather than assumed from a drawing.
What if there is no current single line diagram?
It is rebuilt from the field before any calculation runs. On a western Pennsylvania mill that has been extended and re-rated across decades, that job is frequently larger than the calculation itself, and it is the largest cost variable in the tender.
