Refining capacity on the East Coast has been scaled three times since the 1970s. Switchyards installed for the original 60,000 BPD configuration are now carrying 350,000 BPD plant loads. Drawings have drifted. 132 kV intakes have been re-rated without a verified coordination study. Arc flash labels were installed once, and never re-run against the IEEE 1584-2018 method or the 2024 NFPA 70E revision. This is the engineering decision-set the Vizag practice was built to solve.

Aging-intake protection studies

The original 132 kV-to-11 kV intake at a coastal refinery was rated for a 30-year-old fault-current envelope. Reality has grown 38 percent. We recompute fault levels in ETAP against the actual short-circuit MVA at the utility tie, re-grade relay coordination from the 132 kV breaker down to the lowest motor MCC, and re-issue the protection co-ordination report under CEng MIE signature.

IEEE 1584-2018 arc flash recertification

Pre-2018 arc flash studies used the 2002 method and frequently overstate or understate incident energy by 20-40 percent. We recompute incident energy across every bus from 132 kV down to 415 V, re-derive ATPV ratings in cal/cm-squared, install bilingual labels, and lock the recertification window for the 5-year cycle.

LiDAR-anchored as-built reconciliation

Where a 50-year-old refinery has had 3 modernisations and 4 ownership changes, the drawing set has drifted past usability. We capture the plant footprint with tripod and drone LiDAR at 6 mm registered accuracy, reconcile to P+ID + isometric + GA, and hand back a defensible drawing set ready for the next capex cycle.

Process safety review for brownfield modifications

Every brownfield modification is a HAZOP trigger. We run HAZOP, LOPA and SIL studies under IEC 61511 + IEC 61882, with the OISD overlay for refining scope, signed by the practice safety lead and independently reviewed.

Why brownfield is different

Brownfield is not greenfield with old equipment.

Brownfield is not greenfield with old equipment. It is engineering under constraint - of shutdown windows, of legacy drawings, of regulatory cycles tuned for a different decade. The East Coast Refining Belt has refining units commissioned in 1957, 1976, 1996 and 2008 within a single fenced footprint. Each unit was sized for a different short-circuit envelope, a different protection philosophy, and a different version of the relevant code. Our Vizag practice is built to bring that into one defensible engineering reality.

Incident energy reduced from 17.3 to 4.8 cal/cm-squared at the MCC level by retuning the 132 kV instantaneous protection and modifying upstream coordination. 5-year AMC retainer signed at handover.
